I. Scope

The European Union promotes and supports European professional mobility through a coherent variety of information and counselling services.

Active mobile citizens represent only 4.2% of the total workforce in the EU-28 Member States (before Brexit). The main countries of residence of active mobile citizens and all mobile citizens were identical - Germany and the United Kingdom, each with just over 2 million active mobile citizens, Spain and Italy, around 1 million each, and France, which is about 600,000. These five Member States welcomed nearly 80% of active mobile citizens in 2019. (Eurostat, 2020).

Travel abroad for professional (employment) reasons can be psychologically demanding: individual attitudes and adaptability to different cultural and professional contexts. These factors are often overlooked by mobility counselling organisations, when they can differentiate between a conscious mobility choice that will be an effective experience and a "blind" choice that will lead to failure.

Guidance counsellors are valuable allies for candidates in their career paths and choice processes, However, knowledge on mobility issues remains insufficient and vague among European professionals who advise on employment and career guidance. In addition, training in this field is extremely diverse between Member States and often accessible only in higher education. As a result, vocational guidance is often provided informally by operators who have never received specific training.

II. Objectives

The EMoCC project is aimed at career guidance counsellors, with a generalist profile or specialized in accompanying European (EU) nationals who have a migratory or mobility path but also to non-EU migrants (asylum seekers and refugees)

The project identified the qualities and skills required to succeed in a mobility or expatriation course (survey coordinated by the Italian university UCSC).

Two online courses (MOOCs) are proposed:

1- the first is for general career guidance counsellors to enable them to improve their professional support (5 themes of the relationship of trust to problems arising during the orientation) ; it is coordinated by the German University HdBA

2- the second is aimed at mobility advisers to improve their expertise in an expatriation project or to support migrant populations (particularly refugees); it is coordinated by the Spanish organization Esmovia

Career advisors can have various profiles- employment center advisors, professional integration advisor, headhunters, HR managers...

III. Results

Three results are expected:

1- Quantitative and qualitative research on mobility in Europe

1-1 a qualitative study "AToM - Attitude Towards Moving" explores the personal attitude and motivation to succeed in professional mobility; 40 individual interviews and two focus groups (focus group) conducted in the four partner countries (Italy, Germany, France and Spain;

1.2- a quantitative study "WoMSA Scale - Work Mobility Skills and Attitude Scale" Develop and disseminate a questionnaire that will allow individuals and guidance counsellors to better understand their clients’ initial “mobility capacity”.

2- An online course for career counsellors with a general profile

3- an online course for counsellors specialising in mobility

IV. Experimentation

The testing is carried out in France.

1- for the survey (R1)- a series of 40 interviews with Erasmus students, professionals who went abroad (through a VIE), refugees (France Terre d'Asile)

2-  for online courses (R2 & R3): in Brittany with the partnership of the World Trade Center of Rennes;  in Savoie with the partnership of the social enterprise - Get ready to rise up; in Ile de France with a network of associations; throughout the territory through the psychology departments of the Universities and the information services and career guidance
